CS and Steam are big programs to run mate. Even if you put more ram to CS, it'd still be slow as hell once you're done with it.
That said, I've only got 128SDR Ram and 1.8Ghz Celeron, yet mine only slows down for about 20 seconds or so. I don't think there's any reason why yours, a highier spec PC, should slow down more then mine.

um you were supposed to be able to put -heapsize XXXXXX in the command line of your shortcut to control how much RAM CS would use, but I haven't been able to get that to work w/ STEAM. Maybe you need dev 1 on? Anyway, I think you set like -heapsize 384000 if you wanted to allocate 384 MB of RAM to CS, but I'm not sure. I'm sure you could find the proper usage of it on some guide somewhere.
And if you do figure it out, could you let me know? I have 1 gig RAM and I'd like to let CS have as much as possible. Thx.

The command you're looking for isn't going to help you.
The command gives more ram to CS in case of really low ram. Say...if you only have 64MB ram (god forbid), you could set the heap size to 42 to make sure CS had enough to run.
But if you've got 128+ Ram; CS is automatically going to get as much as possible; setting a higher heap size isn't going to help. If you've got anything over 500Mhz, then something else is bogging you down. Maybe you should look at your video card settings, or if your on XP or 2k, you could turn off some unneeded services.
Its also impossible to just *set* some of your ram to be used by your GPU. Your video card can only use whats physically on the card.
