I don't think so because you need to be connected to the net to use Steam. Valve are making a lan version of it but I've not heard anything about it recently.

The answer to that is yes & no , CS 1.6 can be played on a LAN but can only be done so if connected to the net as all users still need to login using steam. Currently all players must be registered and logged in to play CS 1.6 on a LAN.
