Can some one tell me why it is doing that and what I can do to fix it?

What vid card & driver version are you using? Can you also provide the settings in w/c you play cs? 1024x768 noAA vsync off etc...
I had a similar problem w/ bf1942, but then it was in-game not in the main menu.
