I suspect it will be. I mean it's not WoW or a game with deep character progression. How many people do you know that would pay to play an FPS?

It depends on what you mean by "free".

You will still have to buy the COD4 game itself - meaning that there is no free MP download version like FEAR Combat, for example.

If you have a PC, you can play online for free on various servers.

If you have an Xbox360, you will need to sign up with Xbox Live to play online with other people, and that does carry a monthly/yearly fee.

Yeah luckily IW didn't do like Halo 2 Vista, and add extra features to a paid Gold account that are already free (they expect people to pay a monthly fee for VOIP on a PC, :rofl:).

Of course, it is like almost every other PC FPS out there (COD2, BF2, CS:S, etc) it costs money to purchase the game, but after purchase all of the features (SP, MP, etc) are free.
