I just downloaded the file but I am not sure if i need to extract it to somewhere or what i sould i do next.

Ok move the file to your desktop the right click onit and then left click extract here. It will then extract 2 files a mappack.cab file and a POE.exe file just double click on the .exe file and it will install no problems.
