Sounds like you've installed some software that is hogging up your limited resources. You should be able to put everything on mostly low and get playable (~28-35) frames with that system. Incidentally, a I think a sempy 2200+ runs at 1.5ghz so unless you've oc'd it alot (and that could explain things), it isn't running anywhwere near 2.2ghz. What's running in your taskbar? How many non-MS processes are running in your task manager? Done a virus/spyware/adware scan lately? When was the last time you defragged it? Is the pagefile fragmented to heck and gone?

You can try deleting the video cache and let it reoptimize to see if that helps.
\My Documents\Battlefield 2\mods\xpack\cache
I had this problem shortly after the 1.3 patch was released. I ended up renaming the Battlefield 2 directory in the "My Documents" folder and letting BF2 recreate it from scratch when I started the game. I then quit the game and copied my old profile over to the new folder and that solved my lag problems.
