Can't find SendPM button

Under Clans there is a thread that many people post into about what they want as a clan. Recruiters supposedly look at those posts and use a "SendPM" button to send a PM to that person about the recruiter's clan.

However I don't see a SendPM button anywhere on the forum postings there. Am I blind or what?
