Be engineer kit, and repair the titan guns anytime you can. You get repair points towards a badge, and time in engineer kit. Plus you help your teammates out by repairing the titan guns. I've got like around 10+ repair points by doing this each round.

You get the repair points, you just don't get points added to your score.

Meaning it still gives you the repair points, you just don't score it because you are commanding/commander.

If you still don't understand I can explain it further.

Well I don't get repair points in the first place...

It doesn't show while you are commander, but you do get them.

If you are talking about while you ARE NOT commander, just watch your score. It will go up two everytime you get a repair point. It doesn't say "You earned a repair point" to me.
