How do the 'Kill Streak' requirements work?

On certain ribbons, for example the Soldier Merit Ribbon, the requirements include '10 Best Kill Streak'. I've had several kill streaks of 10 or more, and meet all the other requirements, but still have not been awarded the ribbon. What gives? :confused:

I believe you have to have the best kill streek in 10 diffrent rounds out of all the other players.....not sure though lol
