Was playing the other day and this happen to me. Not the first time either.
I only had 2 more field upgrades I could get. It was the Baur assault weapon and the support shotgun. "Had everything else unlocked" They both where grayed out and it would not let me choose it. I ignored it thinking the server or something need to catch up with the field upgrade. After a while that little noise that lets you know you can choose a field upgrade went off again. Still they where grayed out and would not let me choose it. What gives? It did this map after map. Never could unlock those last 2 items. Sucks cause I really wanted to try them out.

you can only field unlocks an item one tier above an item you've already unlocked.

They should probably make it so it doesn't tell you you can unlock a field upgrade when you've chosen everything you can :P

Well that sucks. Wonder why you can't unlock the whole tier? If you have a great squad that is working together and getting a lot of field upgrades that makes no since. Oh well, well its nice to know that its not another bug I had to worry about. Thanks Deesies
