At the squad creation screen look at the bottom. Select "Custom Squad." Then rename your squad to Teamwork, VOIP, or something that signals teamwork. When I'm in a squad leader mood I usually join a good server and create a "TEAMWORK" squad. Then I tell everyone that joins that they need a mic or I kick them. :D
That works well on the Tactical Gamer servers, especially, since everyone has to join a squad. So, if you are the first person to create a squad you have a good chance of getting 3+ VOIP using squadmates. :)

Seriously though, If people follow orders and are good squaddies, I can live that they don't have a Mic. We all prefer to be able to talk, but it isn't a killer.
I don't see any true advantages on using TS or Vent when VOIP works just fine. There are tactical advantages for an entire Team to be on and talking together with TS or Vent, but that can get pretty convoluted if people don't stick to War Gaming for the most part. If Comm Discipline isn't used, then it sounds like a bunch of gibberish, which defeats the purpose altogether.
Sure, you can mute someone, but maybe they are the one person who yells out "There's a Jihad Transport headed for your APC!!!" ...
