Configure a server with all unlocks?

Our team has a 2142 server and I thought it would be a cool idea to have the server allow all unlocks (unranked of course) so that each person can figure out which weapons they like the best and then go for them on live ranked servers.

Does anyone know if this is possible or do they know how one would go about setting it up?

No you cannot. You need a mod to be able to use all the unlocks unless you have earned them.

Since patch v1.10 you can only do the following:

Unranked Unlock Control (Option to give all first level unlocks and Enable/Disable control of all other unlock levels use)
