unlock weapons file changed since 1.2 ?

can`t unlock the weapons anymore on my unranked server since 1.2, anybody else got this problem or did I make a mistake?

really nobody knows what happened with the weapon unlocks for unranked servers....how it seems it does not function anymore since the new patch...what i must change to get full functionality of the game again on my server?

Patch removed the 'option'.
