I remember reading a post about being able to fly with voice commands, but cannot find it now after literally an hour of searching with many combinations of words. Anybody know what this program is?

What exactly do you mean..do you mean that you would like to be able to use the commo rose while flying?
If so, the app I use to do so is JoyToKey.

Almost, but you could speak into it, saying something like "loop" and it would recognize a preset command and then loop for you. Like you train it to do an action when you say something, such as "bombs" and it would switch and drop bombs... any help is appreciated.

LOL when I first read your thread that is PRECISELY what I thought you meant..and then I thought to myself .. 'no way...why on EARTH would anybody want to do THAT?' :D
Anyway...there are lots of voice command applications out there that you could try. I use GameVoice for voice command macros but it is no longer being sold by Microsoft.
You can make macros using any key combinations in real-time. All macros are fully editable as well. Then assign that macro to a spoken command..and voila.
I used to use GameVoice for Battlefield Vietnam for weapon switching, issuing radio commands, throwing grenades...it wasn't entirely practical for actions but it was fun. Probably using it for F key radio commands was the best use for it.
You could also try Game Commander 2.
