Does the 1.12 patch have everything the 1.03 update had. Can I just install the 1.12 patch or do I need the 1.03 patch. Should I install the expansion pack before or after installing the patch? This is a new install. I have not applied any patches yet.

Install the 1.03 patch, then the 1.12, then install BF2:SF[including the patch that comes with it] then reinstall the 1.12 patch for best preformance.
Run it all in safe mode, it will go a lot quicker.

But you don't need to install it before you install SF, only after.

When you install SF it will install the patch that comes with it by default and you can't do anything about this. The patch with SF is version 1.1
This is why you need to install 1.12 after SF and not before.
No need to ever install 1.03 again.

Will the 1.12 patch have the 1280 x 1024 @75Hz setting?

It has that resolution, the refresh rate will depend on the monitor. If the monitor is capable of 75Hz then yes it will.
