What is 'Ticket User'

I just noticed recently, that something new has come up under our avatars and info. It says 'Ticket User', supposedly it's a link to something, but it says i don't have the authority to acess it, can any admins/mods fill me in on what a 'Ticket User' means?

Let's just wait for an admin/mod to come over and explain, everybody i've seen has 'ticket user' under their post count.

It's a system installed for the admins to keep track of what users have/haven't agreed to the rules in the Question Board.

The hack basically works as a means of forcing users to view the rules before posting to reduce the amount of junk that's being posted in there.

The script isn't final yet, seeing as how I installed it 3 minutes ago. I will remove the "Ticket User" field from regular member view.

Um, i just went over to teh question board to look at the rules. I looked in the stickied thread, and under ur post count, it said 'Remove One Ticket' or 'Clear All Tickets', is this new 'ticket' system a way to keep track of how well userz are following the rules for posting?
