Actually, I think the one on the left lets you post for new quotes with just 1 post, the one on the right is used as a "multiple quote" button, so when you do go to reply, you have all the quotes instead of just one, if that makes sense...:S

Yeah, multiquote, I guess thats the reason why it turns red.

Correct, one is for a single quote and the other is for multiquote.
