I also have a 9600XT. But I'm running on the omega drivers and overclocked it to 565 Core-335 Mem. using ATI Tools. I can run it at a solid 35-40 FPS at medium and one high @ 1024x768 and 100% view distance. What are settings? Have you overclocked it? Do you plan to?

9600xt isn't a terrible card, but it is on the low end these days.
i started out playing bf2 with this card (mine was a HIS) and i had to turn the settings on low in order to get good framerates.
going from a 9250 to a 9600xt you should probably keep your settings the same, and just enjoy the bump in frames, rather than trying to turn up the eyecandy on that card. maybe view distance to far and geometries to medium, other than that keep the dynamic light and dynamic shadows off, and everything else (i think) to low, or experiment with one or two settings on medium.

did a nice article on what to turn on/up/off.

ummm, not going to run great, not going to run pretty...
...but it will run at playable frame rates if you shut down all the unnecessary background processes, spyware and (maybe) firewall--your CPU just isn't up to running all that at the same time with BF2, even though your memory is helping. your 9600xt will give you very playable framerates on mostly low.

i'm running on a 9600XT at 1024x768 medium settings view distance 100% at around 50-60 fps.
ur processor might be holding you back, i used to run a athlonxp 2000+, when i changed to the athlon64 3200+ the game increased performance like HELL!
your processor is still good for alot of games but battlefield is pretty processor hungry, and now that i changed my processor i can see that, because i still use the same card i had before.
